Selection and Tender Evaluation
This one-day course is designed for staff involved in the evaluation of tenders and quotations. Tenders are awarded on the basis of the most economically advantageous tender and the evaluation process needs to be legally compliant. Quotations have lower values however the same principles apply. It positions the evaluation of bids as the final decision process planned for from the beginning when starting to draft the tender/quotation documentation.
The course presents the principles of good tender/quotation evaluation practice and reflects the Procurement Guidance PGN 04/16 published by the Northern Ireland Procurement Policy Board. It positions the work of evaluation in the context of the development of the tender/quotation documentation and facilitates an evaluation case study in which the attendees complete an award process in a safe environment.
You will learn how to recognise and mitigate against the risks associated with the evaluation of tenders and quotations. We are aware of the very high value, high profile procurements that have ended up in Court, however, the unsuccessful bidder is entitled to understand how the award decision was made and where its bid was weak. Further, the Northern Ireland Public Service Ombudsman is now also overseeing public sector procurement, so your organisation’s lower value quotations and tender can be subjected to external scrutiny.
By the end of the training course you will be able to:
- Appreciate the linkage between the tender documentation and the evaluation process
- Differentiate between the eligibility, selection and award stages of the evaluation process
- Appreciate the importance of record keeping during the evaluation
- Appreciate the importance of creating an audit trail of the evaluation
- Apply the principles presented within PGN 04/16
This course will benefit you if you are involved in developing and award tenders and quotations, have line management responsibility for staff involved in tenders/quotations, or have managerial responsibility for procurement within your organisation.
